This is not a promise: it comes from the rules the application enforces. The scout filing a report does not see what the agency earns, and the finance person running the money does not get into the reports.

Against their position, not everyone
A full-back is not measured against a striker. Every number is compared within the same position, which is the only comparison that means anything.
Against the leagues you are aiming at
